FIOD Annual Report 2025

On 20 May, the FIOD has published its 2025 Annual Report outlining how the organisation responded to new developments and prepared itself for the future of financial and fiscal intelligence and criminal investigation.

The report shows how the FIOD strengthened its investigative work in an environment where illicit financial flows are becoming more complex and harder to detect. Cooperation with partners forms the common thread throughout the work and the annual report; by working closely with partners, we strengthen our effectiveness and impact.

Alongside its formal accountability, the report includes stories that illustrate how the investigative service of the Ministry of Finance is adapting its methods. Early risk detection, faster interventions and intensified cooperation with partners in supervision, law enforcement, policymaking and academia, are central to this approach. Close cooperation with national, international, public and private partners, enables the FIOD to pool expertise and act more effectively against financial and fiscal crime. The results are further supported by the commitment, expertise and dedication of all FIOD employees.

Stronger national coordination

A key theme in the report, and within the FIOD itself, is the adjustment of the organisational structure introduced in 2025. This new structure supports theme- and phenomenon-driven working, alongside clearer national direction and coordination, better prioritisation, faster knowledge sharing and more targeted deployment of capacity. At the same time, the focus remains on criminal investigations with the greatest possible societal impact.

Growing visibility of FIOD criminal investigations

The report highlights the visibility of the FIOD’s work in society. Over the past year, criminal investigations into, subsidy fraud, dividend stripping, sanctions legislation and money laundering received considerable media attention. These cases underline the FIOD’s contribution to tackling financial and fiscal crime in the Netherlands.

Working together to address current and future challenges

The Annual Report also reflects on broader challenges such as rapid technological developments, the growth of digital data and the need to handle confidential information with due care. In all of these areas, cooperation with public and private partners, both in the Netherlands and abroad, remains essential.

In the foreword, Director General Niels Obbink expresses his appreciation for the commitment of all FIOD employees and partners in the criminal justice chain: “Together, we contribute to a fair, financially sound and resilient Netherlands.”
